Jesse Woodring was pulled over and charged about 630 p.m. Nov. 24, Penndel Boro police said.
The arresting police officer had noticed that the registration plate on Woodring's car had expired in May, police said.
While speaking to Woodring, the officer could detect the odor of marijuana coming from the vehicle, police said.
Woodring was asked to participate in field sobriety exercises, which he was unable to complete.
His charges were pending the outcome of lab tests, police said.
